- National Education Policy-2020 (NEP) – First state to form a task force for implementation in March 2020 to bring in legislative, academic, and administrative changes. Also, the first state to implement from the academic year 2021-22
- LMS (Learning Management System) – First state to launch revolutionary Teaching-Learning process, integrating Content, Assessment, Performance Analytics, and Anytime, Anywhere Access.
- Smart classrooms – Upgraded 2500 classrooms into Smart classrooms in Government First Grade Colleges, equipped with Projector, White Board, UPS & Internet facility
- Laptops and Tablets – In 2019-20, distributed Laptops to 109916 students studying in Government First Grade Colleges. In 2020-21 about 1.55 Lakh Tablets were distributed to the students of Government First Grade Colleges, Government Polytechnics and Government Engineering Colleges
- Unified University & College Management System (UUCMS) – bring all university functions across 23 state public universities and 3800 affiliated colleges onto a single platform
- Revamp of Diploma Curriculum – to address issues of low admission, dropouts and lower employment rate.
- Youth Empowerment Centre – set up at 30 colleges in each District Head Quarters to create awareness on Employment Opportunities and Higher Education prospects
- Recruitments – Initiated filling up 1242 posts of Assistant Professors in various subjects and 310 posts of Principals through direct recruitment
- Maithri Helpline Portal – created for solving the appeals/complaints/ problems of students
- Get-CET-Go – A platform for imparting online training to prepare for KCET 2020. Around 2 lakh students benefitted from this initiative
- Jnana Nidhi YouTube Channel and Post Covid Measures – More than 75000 online classes conducted for ensuring continuity of education & uploaded 12500 video classes
- Revamping of University Vishveshwaraiah College of Engineering (UVCE) – Bestow autonomous status and develop the institution along the lines of IITs
- Bangalore City University & Rani Chennamma University- revamp the two universities
- Revised Pay – 7th UGC/AICTE pay scale has been adopted and provided for faculty serving in Government/Aided Colleges and Polytechnics
- B.R.Ambedkar School of Economics (BASE) – to be developed as an institute of world standards
- New Universities– Under RUSA scheme, Mandya Unitary University, Maharani Cluster University and Nrupatunga Unitary University and Raichur University established
Department of Technical Education
- The ministry is actively involved in agreements with more than 20 countries, most recently with Bahrain at the World Economic Forum (WEF) 2020 in Davos on matters related to Fintech, AI, IoT & Cyber Security.
- Bangalore Tech Summit-2019 was successfully organized. The three-day conference was successfully concluded, with representatives from 21 countries and over 262 speakers, 248 performers and more than 15,000 delegates from around the world participating in the conference.
- The Karnataka Innovation Authority Act has been enacted which provides for the unveiling of new innovative products in the framework of advanced law.
- Sustainable Entrepreneurship and Business Development Fund has been established by Bio Innovation Center, Bangalore in collaboration with Biotechnology Industry Research Assistance Council for Bio-Startups.
- About 11,900 students have been trained in ESDM and about 622 candidates have been called for employment.
- 895 Applications have been received for ElevateCall-2 and Elevate-Unnathi, of which 93 startups have been won in ElevateCall-2 and 20 winners in Elevate-Unnathi. A sum of about Rs.26.5 crores has been awarded.
- Various projects have been implemented in the Startup Policy, in which a number of innovators have been successful globally in finding solutions and creating innovative products. Karnataka Government has been ranked # 1 in the India Innovation Index 2019 published by the Policy Commission (Niti Aayog).
- The Combat Covid-19 Challenge was unveiled on March 30, 2020 at the Karnataka Startup Portal for the purpose of identifying innovative products and solutions for prevention and treatment for fighting the Covid-19 epidemic.
- A variety of startups at the Bio-Innovation Center in Bangalore under the Department have researched the tools to effectively eliminate Covid-19 and 6 such tools have been developed which will be unveiled by the Deputy Chief Minister on 7th July, 2020.
- Startup Vision Group was created to promote startups in the state.
KEONICS achievement
- Keonics has outsourced employment to about 10,000 employees and has been assigned to various government departments and corporation boards.
- Computer literacy online test is being conducted by Keonics to employees / officials of Karnataka Government.
- 184 Keonics computer Training Centers are present throughout the state and are fully functional and equipped with skilled trainees and all required infrastructure. Through these centers, a variety of courses are being provided to educate the unemployed youth / young people to be self employed.
- Through Keonics 150 agencies have been selected by tender process to provide marketing facilities in the field of electronics and information technology.
- In HSR layout, a start up and incubation facility is being built on 82,000 sq.ft land with plug and play infrastructure at the cost of 32.72 crores.
- All preparations have been made for conducting the CET exam for admission to the state Engineering Institutes on July 30, 31. Students with Covid19 negative certification are also given the opportunity to write the test.
Achievements In The First 100 Days
- To bring transparency in the Higher Education Department and avoid issues of corruption in appointing credible candidates, the government has directed the relevant departments to make necessary amendments in service rules and implement the ‘no interview’ policy for recruitment in posts of Assistant Professors.
- The State Government has announced the establishment of a Vision Group on Higher Education to effectively transform the higher education scenario in Karnataka.
- The state government has initiated a programme for the transparent distribution of post matric scholarships in a fully paperless manner through an Integrated State Scholarship Portal. This is a path breaking initiative by the Government of Karnataka as the portal’s backbone is the use of blockchain technology which ensures 100% transparency in the grant of scholarships.
Budget Announcements In 2020
- An amount of Rs 5 crore allocated to Visvesvaraya Technological University to offer special courses for students to make them meet industry standards.
- Visvesvaraya College of Engineering will be developed into an autonomous institute, based on the IIT model. Rs.10 crore is allotted for this purpose.
- A permanent system will be put in place to efficiently monitor the administration of Universities and Colleges in the State with the help of technology, at a cost of Rs. 1 crore.
- To enhance the net enrolment ratio in higher education, interactive online courses (M.O.O.C.) will be started and the requisite good quality e-content will be developed at a cost of Rs. 1 crore.
- Geospatial technology centres will be established at cost of Rs. 5 crore each under Visvesvaraya Technological University and Department of Technical Education to enhance employment opportunities of polytechnic and engineering students.
- An Asian nations Education Ministers’ Education Conclave and Mega Exhibition will be organized in Bengaluru under private partnership.
New Initiatives In Light Of Covid-19
- A task force committee has been constituted to monitor the situation related to annual examinations as well as other issues related to Covid-19 in the remaining academic calendar headed by the Karnataka State Higher Education Council (KSHEC) vice-chairman SV Ranganath. The committee has suggested a one-time measure of automatically promoting all students except those in the final year, to the next semester.
- On 20 April, the ministry launched a free online crash course termed “GetCETGo” which will greatly help all students of the state to prepare for the upcoming CET and NEET 2020 exams during national lockdown in absence of regular preparatory classes.
- The state government is setting up Vivekananda youth empowerment centres in every school and college in the state to inculcate in students patriotic feeling and awareness on job opportunities. The centres will have experienced people to be in touch with the Youth Promotion Centres, one in every district.
