  • ಇಲಾಖೆಯು ಸುಮಾರು ೨೦ಕ್ಕಿಂತಲೂ ಅಧಿಕ ದೇಶಗಳೊಂದಿಗೆ ಒಡಂಬಡಿಕೆಗೆ ಸಕ್ರಿಯವಾಗಿ ತೊಡಗಿಸಿಕೊಂಡಿದ್ದು, ಇತ್ತೀಚೆಗೆ ಬಹರೈನ್ ದೇಶದೊಂದಿಗೆ ವಿಶ್ವ ಆರ್ಥಿಕ ವೇದಿಕೆಯಲ್ಲಿ (WEF) ೨೦೨೦ ದಾವೋಸ್‌ನಲ್ಲಿ ಒಡಂಬಡಿಕೆ ಮಾಡಿಕೊಂಡಿದೆ.
  • ಇಂಡಸ್ಟ್ರಿ ರಿಸರ್ಚ್ ಅಸಿಸ್ಟೆನ್ಸ್ ಕೌನ್ಸಿಲ್ ಸಹಕಾರದೊಂದಿಗೆ ಬೆಂಗಳೂರು ಬಯೋ ಇನ್ನೋವೇಷನ್ ಸೆಂಟರ್ ವತಿಯಿಂದ ಸುಸ್ಥಿರ ಉದ್ಯಮಶೀಲತೆ ಹಾಗೂ ಉದ್ಯಮ ಅಭಿವೃದ್ಧಿ ನಿಧಿಯನ್ನು ಸ್ಥಾಪಿಸಲಾಗಿದೆ.
  • ಕರ್ನಾಟಕ ಐಟಿ, ಐಟಿಇಎಸ್, ಇನ್ನೋವೇಷನ್ ಇನ್ಸೆಂಟಿವ್ಸ್ (L4) ನೀತಿಯನ್ನು ಘೋಷಿಸಲಾಗಿದೆ.
  • ಕೋವಿಡ್ ಸಾಂಕ್ರಾಮಿಕ ರೋಗಕ್ಕೆ ಮುನ್ನೆಚ್ಚರಿಕೆ ಮತ್ತು ಚಿಕಿತ್ಸೆಗೆ ಸಂಬಂಧಿಸಿದ ಮಧ್ಯಸ್ಥಿಕೆಗಳಿಗಾಗಿ ನವೀನ ಉತ್ಪನ್ನಗಳು ಮತ್ತು ಪರಿಹಾರಗಳನ್ನು ಗುರುತಿಸಲು ಸವಾಲಿನ ಉದ್ದೇಶಕ್ಕಾಗಿ ಕರ್ನಾಟಕ ಸ್ಟಾರ್ಟ್ ಅಪ್ ಪೋರ್ಟಲ್‌ನಲ್ಲಿ ಕೋಂಬ್ಯಾಟ್ ಕೋವಿಡ್ ಚಾಲೆಂಜ್‌ನ್ನು ಮಾರ್ಚ್, ೨೦೨೦ರಲ್ಲಿ ಅನಾವರಣ ಗೊಳಿಸಲಾಯಿತು.
  • ಇಲಾಖೆಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ ಬೆಂಗಳೂರು ಬಯೋ ಇನ್ನೋವೇಷನ್ ಕೇಂದ್ರದಲ್ಲಿ ಸಂಶೋಧನೆ ನಿರತವಾಗಿರುವ ವಿವಿಧ ಸ್ಟಾರ್ಟ್ ಅಪ್‌ಗಳು ಕೋವಿಡ್‌ನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ನಿರ್ಮೂಲನೆ ಮಾಡುವ ಸಲುವಾಗಿ ೬ ಸಾಧನಗಳನ್ನು ಸಂಶೋಧನೆ ಮಾಡಿರುತ್ತಾರೆ.
  • ಕಿಯೋನಿಕ್ಸ್ ವತಿಯಿಂದ ಸುಮಾರು ೧೦,೦೦೦ ಉದ್ಯೋಗಾಕಾಂಕ್ಷಿಗಳಿಗೆ ಹೊರಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ಉದ್ಯೋಗಾವಕಾಶವನ್ನು ಒದಗಿಸಲಾಗಿದ್ದು, ವಿವಿಧ ಸರ್ಕಾರಿ ಇಲಾಖೆಗಳಿಗೆ ಮತ್ತು ನಿಗಮ ಮಂಡಳಿಗಳಿಗೆ ನಿಯೋಜಿಸಲಾಗಿದೆ.
  • ಕಿಯೋನಿಕ್ಸ್ ವತಿಯಿಂದ ೨೫೦ ಏಜೆನ್ಸಿಗಳನ್ನು ಟೆಂಡರ್ ಮೂಲಕ ಆಯ್ಕೆ ಮಾಡಲಾಗಿದ್ದು, ಅವರುಗಳಿಂದ ವಿದ್ಯುನ್ಮಾನ, ಮತ್ತು ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಕ್ಷೇತ್ರದಲ್ಲಿ ಮಾರುಕಟ್ಟೆ ಸೌಲಭ್ಯವನ್ನು ಕಲ್ಪಿಸಲಾಗಿದೆ.
  • ಹೆಚ್‌ಎಸ್‌ಆರ್ ಲೇಔಟ್‌ನಲ್ಲಿ ಸಿಎ ನಿವೇಶನದಲ್ಲಿ Start-up ಮತ್ತು Incubation ಕೇಂದ್ರಗಳನ್ನು ಬೆಂಬಲಿಸಲು ರೂ.೩೨.೭೨ ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ೮೨,೦೦೦ ಚ.ಅಡಿ ವಿಸ್ತಿರ್ಣದ Plug and play ಮೂಲಭೂತ ಸೌಕರ್ಯ ಹೊಂದಿದ ಕಟ್ಟಡವನ್ನು ನಿರ್ಮಿಸಲಾಗುತ್ತಿದೆ.
  • ಖಗೋಳಶಾಸ್ತ್ರ ಆಧಾರಿತ ಶಿಕ್ಷಣಕ್ಕೆ ಪ್ರೋತ್ಸಾಹಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ರಾಜ್ಯಾದ್ಯಂತ ನಿಯೋಜಿಸಲಾಗಿರುವ ಒಟ್ಟು ೧೧ ಸಂಚಾರಿ ತಾರಾಲಯಗಳು ೧೩೬೪ ಪ್ರೌಢಶಾಲೆಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ, ೧೦,೧೮೬ ಪ್ರದರ್ಶನಗಳನ್ನು ಏರ್ಪಡಿಸಿದ್ದು, ೩.೫೦ ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ವಿದ್ಯಾರ್ಥಿಗಳು ಮತ್ತು ಶಿಕ್ಷಕರು ಇದರ ಪ್ರಯೋಜನ ಪಡೆದಿದ್ದಾರೆ.
  • ಡಿ.ಎಸ್.ಟಿ.-ಪಿಹೆಚ್.ಡಿ. ಶಿಷ್ಯವೇತನ ಯೋಜನೆಯಡಿ ೨೦೧೯-೨೦ನೇ ಸಾಲಿನಲ್ಲಿ ವಿವಿಧ ವಿಶ್ವವಿದ್ಯಾಲಯ/ ಸಂಸ್ಥೆಗಳ ಒಟ್ಟು ೪೪ ಸಂಶೋಧನಾ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ರೂ. ೨೦,೦೦೦/- ಗಳ ಮಾಸಿಕ ಶಿಷ್ಯವೇತನವನ್ನು ನೀಡಲಾಗುತ್ತಿದೆ.
  • The Government highlighted its commitment to foster tech entrepreneurship by successfully organising a grand event in the form of the  Bangalore Tech Summit.
  • The Government launched the Global Innovation Alliances Market Access Program (GIA MAP) at Bengaluru Tech Summit 2019 to assist start-ups in entering new markets, establish international partnerships, and increase global sales. Through this program, start-up ecosystems of Karnataka and the GIA partner involved will  benefit mutually by sending and receiving start-ups. The startup exchanges are being planned with Germany, Australia and the Netherlands.
  • The State Government has set up the Karnataka Innovation Authority (KIA) to empower startups and support their latest methods in the field of innovation.  The KIA provides the enabling framework for the creation of Regulatory Sandboxes in the state. Karnataka has obtained the distinction of establishing the first Non Sector Specific (i.e All Sector)  Regulatory Sandbox in the world.  
  • The State Government launched a Vision Group for Startups to ensure constructive engagement with the start-up ecosystem and help in transforming Karnataka into a hub for innovation.  
  • The government has announced that Bangalore would get free WiFi hotspots. The government has agreed to facilitate ACT Fibernet in providing free WiFi connectivity with around 4000 hotspots across the city and one-hour 1GB free internet connectivity / day.
  • The government in collaboration with the Manipal Academy of Higher Education (MAHE) launched the Bioincubator Centre at Manipal on 25 October to nurture innovations and push innovative ideas towards product commercialisation. This world class bio-incubation space with cutting edge access to expertise and infrastructure is for start-ups, entrepreneurs, innovators, faculty and students.  
  • The State Government has announced the second cohort of 14 Bio-startups under the Karnataka Bio-Startup Advancement Program (K-SAP BIO 50) by exchange of agreements between selected startups and Centre for Cellular and Molecular Platforms (C-CAMP). This program mentors the Bio-startups and helps them improve their ideas in order to succeed the vibrant biotech ecosystem of the State.

  • A Detailed Project Report will be made for establishment of Karnataka Urban Observatory. This will showcase e-governance administration, assist data driven policy making and encourage open data usage.
  • Proposal has been made to establish an “Electric Vehicles and Energy Storage Manufacturing Cluster” at the fifth stage of Karnataka Industrial Area Development Board (KIADB) industrial area in the Harohalli taluk of Ramanagara district. A grant of Rs.10 crore is earmarked for this purpose.
  • Proposal has been made to establish a “Defense and Aerospace Equipment Manufacturing Cluster” in the industrial area of the Karnataka Industrial Area Development Board (KIADB) at Haralur Muddenahalli of Bengaluru Rural District.
  • It is proposed to establish a “Center for Smart Manufacturing” institute in Bengaluru in association with industries to deliver smart manufacturing technology to the small and micro industries of the State. A grant of Rs 5 crore will be earmarked for this purpose.
  • In order to consolidate and integrate all innovative activities of the State, an “Innovation Hub” will be established with an expenditure of Rs. 4 crore.
  • Proposal has been made to establish a Centre of Excellence for Efficiency Augmentation with the collaboration of STPI with an expenditure of Rs.30 crore.
  • Proposal has been made to establish an “Artificial Intelligence Research Translation Park’’ in association with Indian Institute of Science, Bengaluru. For this purpose, a corpus grant of Rs.60 crore will be provided during next three years.
  • Centre of Agro-Innovation in Bengaluru Bioinnovation Centre (BBC) would be set up to drive entrepreneurship in agriculture and allied sectors with an expenditure of Rs 20 crore.
  • It is proposed to set up Karnataka Technology Mission for investment promotion and attracting foreign investment. Rs.7 crore would be provided for this.
  • Karnataka contributes to about 34% of India’s $ 60 billion bio economy, which is expected to reach $100 billion by 2025. Government will commission an in-depth study for drawing a roadmap and strategy to increase the contribution of Karnataka to 50% by 2025.
  • Proposal has been made to establish a Centre of Excellence in the matter of ‘internet of ethical things’ will be established in collaboration with the World Economic Forum of Davos. For the said Centre, the State Government will provide a financial assistance of Rs 30 crore in five years. A grant of Rs 7.5 crore will be provided during the year 2020-21.
  • ‘Acceleration programme’ will be launched to accelerate the entry of startups into domestic and foreign markets. A grant of Rs. 3 crore will be provided during the year 2020-21.
  • The current ‘Mobile Digital Planetariums’ which are operational in 11 districts will be extended to cover five other districts of the State with an expenditure of Rs. 5 crore.
  • ‘Science Talent Search’ programme would be started to identify and nurture talented students studying in Pre-University Colleges. About 500 students will be selected and mentored for 2 years by premier science institutes. The selected students will be given a monthly scholarship of Rs.1000.

  • The state government developed a data analysis tool in collaboration with NASSCOM which  can provide all the relevant Covid-19 related information including source of infection, its classification, infection rate, statistical information, detecting the infection as well as  treatment along with real-time information on available infrastructure and human resources.
  • The IT-BT ministry coordinated with the broadband and telecom service providers in the city of Bangalore to enable increase in broadband speeds as well as data availability to users during the time of the lockdown.
  • Dr Ashwathnarayan as the IT-BT minister held video consultations with the leaders of the Information Technology, bio-technology and allied sectors asking them to not go for harsh measures like closures and layoffs, but instead  take moderate measures like providing salaries with pay-cuts to employees in dealing with the covid-19 circumstances.
